Congressional GOP Back Trump's Proposal to Replace Affordable Care Act

US senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Federal Closure

The effect on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went unpaid, airlines were compelled to cancel flights and SNAP benefits have been delayed for forty-two million Americans.

Trump's Proposal from Florida Resort

As Saturday's meeting got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic lawmakers expressed concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts indicated that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
